Is softmodding a PSP (w/ Permanent HEN to dump the PSX BIOS and play legal backups) illegal?

All I wanna do is dump the PSX BIOS so I can use PSX emulators legally, and be able to play my PSP ISOs (that I dumped) without the UMD (as well as play PSX ISOs I also dumped). However, I heard from a few people elsewhere on the Internet that it's illegal to mod any system no matter what.

I need full confirmation and verification: Will I be able to just softmod my PSP (even with a Permanent HEN) legally, so I can achieve what I stated above?

Softmodding a PSP violates the System Software Licence Agreement (See section 2) so you can never achieve what you have stated.

In short, it's illegal.
