FFX Frame Rate too high?

My frame rate is just too high on the emulator it goes high for the majority of the time only occasionally dropping down to 60 it would seem. I really want to just play the game with a normal frame rate so whenever i press the D*mn button it does move 3 times. Can someone just tell me how to fix this? and things i may be doing wrong? The framelimiter isn't working and it refuses to activate

The game/emulator is not jumping up to 200 fps and it certainly isn't constant. occasionally the game drops to 30-50 after i did some tweaking last night with the emulator. Also when i press f4 to allow fps limiting it breaks my game and flickers between a previous frame and the current one.

In 1st, the A8 3500M isn't suitable for PS2-emulation.
This CPU is simply to weak for this.

To your problem.
I suspect you have Frameskiping activateted. This will result in Flickering. Deactivate this at Config>Emulation Setting>GS>Frameskipping=disabled. Disable Framelimiing=off

Other then most Emulators Frameskipping is not suitable to tweak the Speed at PCSX2 and slow Computers.

Now to your speedproblem.
The A8 3500M (and other modern CPUs) can boost the speed of cores. But not all Cores at the same Time.
Only the Cores where more Load needed are switched to Turbomode. So the Speeds of the individual Threats are strongly fluctuating and also the Overallspeed of you emulation.

Not the max Speed of one or two Cores at Turbo are important for playing Games or doe Emulation. As you pay for a Computer, only look the Basepeed , Turbomode works only as a little Speedup for a short Time.

Speeds arround 30-50 Fps are normal for FFX at 1,5GHz Quadcore CPU (in some static Screens up to 130fps -without Limiter-), that your Game will run in Parts faster will result from Turbomode.
To play FFX with overall 60fps(NTSC) you need a Quadcore with 2,3 minimum Speed.
