I'm not sure what they mean by Anti-static bag. Maybe that it's normal that they don't ship with an Anti-static bag. Then, I think they ask to confirm if the monitor/motherboard doesn't show a display when the 7th slot is used. Then confirm that every other slot works fine. Then ask to check the bios version, that the latest is version F3, and that it fix some memory issues. Then he says that most of the issues encountered aren't hardware-related, but bios issues (90% of them). So that if they test it and it isn't hardware-related but Bios related, they'll send back the same motherboard to you. Either that or he had a stroke and you should call 911.
